Tom Duchen is the President of River Oaks Communications Corporation. For over 3 decades, River Oaks has conducted its Telecommunications Consulting Services in over 40 States and Puerto Rico.
Tom has worked extensively in Broadband, IIJA, BEAD and Capital Projects Fund projects to bring Broadband to the unserved and underserved, the Development of Wireless Ordinances, and other work involving the Telecommunications Act, Cable Acts and FCC Regulations. He received his Undergraduate Degree from Tulane University where he was Phi Beta Kappa and his Law Degree from the University of Virginia. As a Telecommunications Consultant and transactional attorney, Tom has produced Millions of Dollars in revenue for his clients by successfully negotiating and drafting Franchises and Agreements. He served as an Expert Witness on behalf of KPMG in a Cable Television related lawsuit involving several Hundred Millions of Dollars.
Tom has presented Webinars on a wide variety of subjects including PEG – Closed Captioning, Wireless Deployment, FCC Regulations and Section 6409 with respect to Modifications of Wireless Facilities. He has worked with several Municipal Leagues across the Country including those in New Mexico, Michigan, Nebraska and Indiana.
Tom has been a member of the National Association of Telecommunications Officers and Advisors for over 25 years, participates in NATOA’s Sub-Committees on Franchising and Policy and Legal Affairs, is pleased to be presenting at this Mountain Connect Conference.
