Shaye Ruitenbeek is the Fiber Manager for Lehi City, a Utah municipality that is building its own city-wide open-access fiber network. Since the start of her career in local government six years ago, Shaye has gained valuable experience particularly in fiber, policy, procurement, communications, and budgeting. She started working on the City’s fiber project in 2018 in the Administration Department and moved to the new Fiber Division in June 2022.
Shaye holds a Bachelor in Business Administration from Western Washington University and a Master of Public Administration from Brigham Young University, both with finance emphases.
Lehi City is financing the Lehi Fiber Network, owns the infrastructure, and has partnered with STRATA Networks to design, construct, and operate the network. Five Internet Service Providers (ISP) will offer services on the network. The projected buildout to pass 21,800 locations is three years.
