David Lukens is an urban geographer with a Ph.D. in Geography from Clark University. Before joining Sanborn, David acted as Broadband Mapping Coordinator at the Office of Policy and Management at the State of Connecticut, where he led data collection, processing, and product development for the state’s first broadband map and designed a website to act as a central hub for broadband data (broadbandmaps.ct.gov). He created policies and processes for handling and publishing sensitive data without infringing on statutory protections for internet service providers. Dr. Lukens developed strong working relationships across public sector agencies and with private sector partners to achieve state goals. He presented at state and local conferences to engage stakeholders and share information about the state’s broadband mapping processes and findings.
