Waylon Smeathers is the Manager of Pole Attachment Services at CPS Energy, where he oversees programs that support the safe and efficient deployment of communications infrastructure on the utility’s distribution system. His role focuses on joint use operations, process improvement, regulatory compliance, and collaboration with telecommunications providers. Waylon has over ten years of experience overseeing pole attachments from an electric utility perspective. Prior to joining CPS Energy, he held various roles in the joint use department for an investor owned utility.

Real World Best Practices in Developing, Negotiating, and Implementing Infrastructure Access Agreements with Utilities From pole attachment agreements to fiber lease agreements building, maintaining, and extending facilities-based broadband networks often involves a need to access utility or other third-party infrastructure. Increasingly, utilities are partners in these projects. This session will address best practices for developing and managing these agreements in a constructive and mutually beneficial manner.
