Heather Mills is a Principal Consultant on ITG Communications’ Broadband Consulting team, where she specializes in grant and funding strategies for broadband and digital infrastructure — from long-term funding roadmaps and program design through post-award compliance and monitoring. Her expertise spans the full lifecycle of federal funding programs, including BEAD, E-rate, Lifeline/ACP, and 2 C.F.R. Part 200 grants management, with deep experience in EHP/NEPA and Section 106 environmental review. She currently supports state broadband offices and subrecipients across multiple states supporting BEAD implementation.
