Shannon Haynes

Town of Breckenridge: Assistant Town Manager

Shannon is the Assistant Town Manager for the Town of Breckenridge. Previously, she was the Breckenridge Police Chief and has more than 22 years experience in Law Enforcement. Over the course of her law enforcement career she had the opportunity to work in a variety of capacities, including undercover narcotics enforcement and S.W.A.T. In the past 11 years with the Town of Breckenridge Shannon has had the opportunity to work on a number of large projects including the implementation of retail marijuana sales, a broad and ongoing parking and transportation initiative, and planning and implementing a town wide fiber infrastructure project.

Shannon currently sits on the Executive Boards of the Summit County Healthy Futures Initiative (HFI) and Building Hope Summit County, a community wide initiative to create a more coordinated, effective, responsible mental health system. She also on the Advisory Board of the local chapter of the National Alliance on Mental Illness (NAMI).

Shannon holds a Master of Science degree in Criminal Justice with a concentration in Leadership and Executive Management from Kaplan University and a Certified Public Manager Certificate from Colorado University Denver.
