Ms. Parker started her career as a small business owner, cultivating values entrenched in the pursuit of entrepreneurial innovation through the development of meaningful client relationships and exceptional customer service. These skills later translated to corporate leadership roles in market analysis, project development, and sales operations for SteepRock, Inc. and Attain, LLC.
Following success in the corporate arena, Ms. Parker stepped into public service as Communications Director for the State of Texas House of Representatives. Hilory is a recognized leader in the broadband industry, continuing to serve publicly as the WISPA Coordinator for the State of Texas, on both the Capitol Area Working Group and the Business and Telecom Task Force for the Texas Broadband Development Office, and as Vice President of the Executive Board of FISPA.
Ms. Parker is proficient in complex project development and coordination of strategic plans and stakeholders. Hilory’s experience has imprinted her with the understanding that relationships with clients, co-workers, partners, and vendors are the life source of successful businesses and negotiations. As Chief Operating Officer of Nexstream, she leads operational strategy and execution across the company’s broadband initiatives, driving growth while advancing the mission of closing connectivity gaps in underserved communities.
Today, Hilory provides executive leadership for more than $617 million in broadband infrastructure investments across Texas, representing one of the largest broadband expansion efforts in the nation. As part of Nexstream’s executive team, she has played a central role in the company’s emergence as the largest single-company BEAD awardee in the United States and a leading voice in discussions surrounding rural broadband deployment, funding strategies, and long-term network sustainability.
