Director of Innovation & Citizen Engagement, City of Montrose

Currently Virgil is leading the effort to make the City of Montrose a Gigabit city. His career with the city, which began in 1988, has included such diverse roles as police officer, programmer/analyst, network manager and information technology manager and administrative services director.

He now works to drive innovation and improve the value proposition in the provision of public services to citizens. One area of innovation Virgil has focused on is the implementation of shared services arrangements for governmental and nonprofit organization, designed to reduce cost to the public through economies of scale and scope.

Recently Virgil launched a crowdsourcing mobile app called A Better Montrose to enable residents to report issues in the community directly to the people who can fix them. Many issues are resolved within hours. Virgil is constantly pushing to make Montrose a place where current and future generations can thrive. When not innovating and engaging in Montrose, you will find Virgil and his wife, Sheila traveling throughout the west in their Airstream trailer.
