Managing Partner, WISP Partners

Ted Osborn serves as Managing Director of WISP Partners, Inc., a boutique consultancy with an assembly of multi-platform Internet experts that specialize in the rural broadband sector. WISP Partner’s services include project management, regulatory, and strategic business development.

Mr. Osborn is considered a national expert on the Connect America Fund (CAF). A recent client engagement includes winning $16.9mm of grant subsidies through the Federal Communications Commission (FCC) Rural Broadband Experiment. This project provided necessary growth capital to develop middle and last-mile broadband services. Ted managed the project formation, business case development, network planning, regulatory requirements and bid decision-making to win competitive bids for ten markets across five western states.

Ted’s serves to achieve shareholder value through growth strategies, public/private financing, and M&A leadership. Ted serves as Council Member at the Gerson Lehrman Group as subject matter expert on rural broadband to support investment decisions for global investment banking and private equity firms.

Ted also serves the FCC Committee on behalf of the Wireless Internet Service Provider Association (WISPA) where he is active with advocacy efforts to support local rural broadband providers related to innovative spectrum policy and public subsidy initiatives. His larger passion is serving as co-pilot to CEOs while bridging financial returns to equity holders.

Until 2008, Ted was co-founder and served as the President of Mesa Networks, Inc., a rural fixed wireless ISP created to provide broadband Internet access to unserved residential and commercial markets. Mesa was ranked the 7th largest fixed wireless service provider in the U.S., an Honoree of INC 5000 and Entrepreneur for achieving 426% revenue growth over three years. In 2008, Mesa merged into a regional consolidator providing last mile broadband services across sixteen western states.

Prior to entering the broadband business in 2003, Ted had 20 years of experience working on business process re-engineering activities across three continents starting at IBM before finding his passion for entrepreneurial ventures.

When Ted is not busy working with his clients he is found in Colorado his family including three grandsons, reading history, working on community projects; or in various places for motorcycling, backpacking, fly-fishing, and sailing.
